Introduction
The Census is one of the most important exercises undertaken by the Government of India. The information collected through the Census helps the Government understand the country's population, housing conditions, availability of basic amenities and other important aspects of people's lives. This information is used for planning and development programmes and for making informed policy decisions.
The Census 2027 is particularly significant because, for the first time in the history of the Indian Census, digital technology is being extensively used for data collection. The Census will be conducted in two phases, beginning with the Houselisting and Housing Census, followed by Population Enumeration.
Another important new feature is the introduction of Self-Enumeration, which allows members of a household to enter their household information online through a dedicated Government portal before the Census enumerator visits their home.
The official Self-Enumeration portal is:
Self-Enumeration is an optional facility. Even if a household does not complete the online process, the Census enumerator will visit the household during the door-to-door enumeration process.
How to Complete Census Self-Enumeration Online
The following steps provide a general guide to completing the Self-Enumeration process.
Step 1: Visit the Official Self-Enumeration Portal
Open the official Census Self-Enumeration website:
Make sure that you are using the official Government portal and be cautious about suspicious links or messages received through SMS, WhatsApp or email.
Step 2: Select Your State and Log In
On the Self-Enumeration portal, select the appropriate State/Union Territory and enter the captcha code displayed on the screen.
Proceed with the login or registration process as instructed on the portal.
The exact screens and options may vary depending on the State/Union Territory and the period during which the Self-Enumeration facility is available.
Step 3: Enter the Household Head's Details
The portal will ask for basic details required to begin the Self-Enumeration process.
You may be required to enter details such as:
Name of the Head of the Household
Mobile number
Email address
It is important to enter the details carefully and correctly.
The information entered should relate to the household for which the Census details are being submitted.
Step 4: Select Your Preferred Language and Verify Your Mobile Number
The Self-Enumeration facility is available in 16 languages, including English and several Indian languages.
Select the language in which you would like to complete the questionnaire.
An OTP (One-Time Password) may be sent to the registered mobile number for verification. Enter the OTP as instructed on the portal.
The availability of different language options makes the online Census process more convenient for citizens across the country.
Step 5: Enter Your House and Address Details
You will then be asked to provide information about the location of your house or flat.
Depending on the information requested by the portal, this may include details such as:
House or flat number
Street or road name
Postal code
Village, town or other locality details
District and other location information
The Self-Enumeration system also uses digital mapping features to help identify the location of the household.
Enter the address carefully and use the map facility, where provided, to identify the location of your house.
Step 6: Answer the 33 Census Questions
The first phase of Census 2027, known as the Houselisting and Housing Census, includes a structured questionnaire consisting of 33 notified questions.
These questions broadly cover the following areas:
1. Type and Condition of the House
Information about the type of house and its condition is collected.
2. Materials Used in the House
Details may be sought about materials used for construction, including flooring and walls.
3. Number of Rooms
The number of rooms available in the household is recorded.
4. Ownership and Occupancy
Information is collected about whether the house is:
Owned
Rented
Occupied under another arrangement
The habitability and occupancy status of the house are also covered.
5. Household Members
Information regarding the household and its members is collected as part of the Houselisting and Housing Census.
6. Drinking Water
The source of drinking water available to the household is recorded.
7. Electricity
Information about the availability of electricity is collected.
8. Toilet Facilities
The type of toilet facility available to the household is recorded.
9. Drainage and Sewerage
Information regarding drainage and sewerage facilities is collected.
10. Bathing Facilities
The questionnaire covers the availability of bathing facilities.
11. Cooking Fuel
Information about the fuel normally used by the household for cooking is collected.
12. Household Assets and Facilities
The Census questionnaire also covers various assets and facilities available to the household.
These may include items such as:
Radio
Television
Internet connection
Computer
Mobile phone
Vehicle and other specified assets
The questionnaire also includes information relating to the household's staple food and other notified aspects of household life.
Important: The questions displayed on the portal are the official questions applicable to the Self-Enumeration process. Respondents should answer each question accurately and carefully.
Step 7: Review and Submit Your Information
After answering all the questions, carefully review the information you have entered.
Check:
Spelling of names
House and address details
Number of household members
Housing information
Amenities and facilities
Household assets
Other information entered in the questionnaire
Make corrections wherever necessary.
Once you are satisfied that the information is correct, submit the Self-Enumeration form within the period notified for your State or Union Territory.
Step 8: Save Your Self-Enumeration ID
After successful submission, a unique Self-Enumeration ID (SE ID) will be generated.
This ID is important.
The SE ID is sent to the registered mobile number and/or email address as per the Self-Enumeration process.
Keep the SE ID safely stored until the Census enumerator visits your home.
It is advisable to save the SMS or email and, if possible, keep a written or digital record of the SE ID.
Step 9: Share the SE ID with the Enumerator
Completing Self-Enumeration online does not mean that the Census process is completely over.
During the subsequent house-to-house visit, the Census enumerator will verify and confirm the information submitted through Self-Enumeration.
You should therefore provide your Self-Enumeration ID (SE ID) to the enumerator when he or she visits your household.
The enumerator will use the SE ID to identify and validate the information submitted online.
The Census process for the household will be completed after the required verification and confirmation.
What If You Do Not Complete Self-Enumeration Online?
There is no need to worry.
Self-Enumeration is an optional facility introduced to make it easier for citizens to submit their household information digitally.
If you do not complete the online Self-Enumeration process, the Census enumerator will still visit your household during the house-to-house enumeration period and collect the required information.
Therefore, every household should cooperate with the Census enumerator and provide accurate information.
Door-to-Door Census Verification
After the Self-Enumeration period, Census officials will conduct house-to-house visits according to the schedule notified for each State or Union Territory.
During the visit:
Households that completed Self-Enumeration should provide their SE ID to the enumerator.
The enumerator will verify and confirm the information submitted online.
Households that did not complete Self-Enumeration will have their details collected by the enumerator.
The enumerator will ensure that households are not left out of the Census process.
The dates for Self-Enumeration and house-to-house enumeration are not identical across all States and Union Territories. Residents should therefore check the official Census announcements applicable to their State or Union Territory.
For example, according to a Government of India announcement dated 17 July 2026, Self-Enumeration in Tamil Nadu and Tripura is available until 31 July 2026, followed by house-to-house field enumeration from 1 August to 30 August 2026.
What If You Have Lost Your SE ID?
If you have completed Self-Enumeration but are unable to locate your SE ID, you should inform the Census enumerator when he or she visits your household.
The enumerator can assist with the process of identifying the Self-Enumeration record and completing the required verification.
What If You Did Not Complete the Online Process?
Even if you did not register or submit your information online, you can still participate in the Census.
When the enumerator visits your home, provide the required information and cooperate with the Census process.
The purpose of the door-to-door enumeration is to ensure that no household is excluded.
What If No Enumerator Visits Your Home?
If your household has not been contacted during the notified house-to-house enumeration period, you should contact the appropriate Census authorities or local administrative officials in your area.
You may approach the relevant officials through the appropriate District administration or other designated Census authorities for guidance.
Is It Necessary to Submit Documents?
The Self-Enumeration process is designed to collect the information required for the Census questionnaire.
Citizens should follow the instructions displayed on the official Census portal and the instructions given by the Census enumerator.
Do not provide personal documents or sensitive information to anyone who is not an authorised Census official.
If a person claiming to be a Census official asks for information that appears unrelated to the Census questionnaire, verify their identity and contact the appropriate authorities.
Your Data and Privacy
Privacy and confidentiality are important aspects of the Census process.
The Government has stated that appropriate security measures have been put in place for data collection, transmission and storage.
Information collected during the Census is protected under the provisions of the Census Act, 1948 and is intended for statistical purposes and development planning.
The Self-Enumeration portal also provides security measures for the digital submission of information.
Citizens should nevertheless remain alert against fraud.
Always:
Use the official Self-Enumeration website.
Check that the website address is se.census.gov.in.
Do not click on suspicious links received through unknown sources.
Do not share OTPs with unauthorised persons.
Be cautious of fraudulent calls or messages claiming to be from Census officials.
The Government has also advised citizens to verify the authenticity of SMS and email communications relating to the Census.
